Town Council gives Borrowing Bylaw for Recreation Complex first reading

At their Mar. 26, 2018 Council Meeting, Devon Council gave first reading to Borrowing Bylaw 911/2018 to borrow funds for the development of 32 acres of land west of Highway 60 and the future construction of a recreation complex and other commercial development.

In mid-2017, Council directed Administration to jump on an opportunity and entered into conversations with Alberta Transportation to jointly purchase a quarter section of land located west of Highway 60. To spark the development of this land, Council is considering the construction of a new multi-purpose 80,000 sq. ft. recreation facility that will include:

  • 15,000 sq. ft. two-story running track and multi-use space
  • An entrance feature for a 30 foot high rock wall.
  • 2 NHL sized rinks and 16 dressing rooms with showers/bathrooms
  • Seating for 800 people
  • Office space, concession and flex space for supporting offices and personnel

“Construction of a new Recreation Complex is the first step toward the promotion of non-residential development within our community,” said Ray Ralph, Mayor for the Town of Devon. “This is the spark we need to bring growth to Devon and this is the ideal time to get this project started.”

For the next step towards this project, Council has directed Administration to draft a letter to the Minister of Municipal Affairs requesting an increase in the Town’s borrowing capacity to go towards the cost of developing the land and construction of the multi-purpose recreation facility.

Increasing Devon’s borrowing capacity requires a number of conditions that must be approved by the Minister of Municipal Affairs. The borrowing limit will only be increased if the Minister deems that Devon is in a strong position financially with well-funded reserves and presents a sound business case for the development of the land and construction of a multi-purpose recreation facility. If these conditions are met, the Minister may approve the increase in the Town’s borrowing capacity and it is anticipated that this review will take approximately two months to complete.
